Washington, D.C. - Advanced Performance Consulting Group, Inc. (APCG) announced today a contract award by the U.S. Air Force Materiel Command (AFMC) to review its anticipated $3 billion, 12-year performance-based competitive solicitation for management of the Arnold Engineering Development Center (AEDC) located in Tennessee. The AEDC is the world's largest and most complex collection of flight simulation test facilities, and supports both government and industry. Since the mid-1950s, the AEDC has tested virtually every high-performance aerospace system developed by the Department of Defense.
In preparation for the multi-year AEDC support contracts competition, scheduled to begin in FY04, the U.S. Air Force Materiel Command has selected APCG to help maximize the upcoming opportunity with regard to AEDC's process-based management approach. Because the AEDC facilities management will be accomplished within a cost-plus-award-fee type contract structure, it offers substantial incentives to contractors. Therefore, APCG is working with senior managers across AEDC to ensure the creation and release of a results-focused performance-based solicitation and contract.

Specifically, APCG will review AEDC's current performance-based management approach and its process for determining a contract award fee. This will involve a review of current measures and discussions with the AEDC commander, directors, Government contracting personnel, and contractor performance evaluators. In addition, APCG will assess AEDC's new organizational structure, corresponding processes, and preliminary performance measures.
APCG will also review the AEDC Draft Request for Proposal (DRFP) for the upcoming source selection activity. Special emphasis is placed on the contract provisions, instructions to offerors, evaluation criteria, the statement of objectives, and the statement of work. APCG will be instrumental in validating how well the DRFP communicates the Government's objectives, establishes performance-based criteria, and challenges offerors to submit results-oriented proposals for AEDC facilities management.
