Defense Information Systems Agency (DISA) Opts for Third Contract Year of Performance Management Services with Advanced Performance Consulting Group, Inc.

Release Date: October 1, 2003

Washington, D.C. — The Defense Information Systems Agency (DISA) Office of the Chief Financial Executive (CFE) has contracted with Advanced Performance Consulting Group, Inc. (APCG) to provide Performance Management, Organizational Change, and Communications support. A leader in performance management, APCG will build upon its foundational efforts in assisting the CFE in an Agency-wide initiative to improve budget submissions and help DISA comply with results-based legislation.

Since October 2001, APCG has provided management consulting and strategic communications services to help the CFE implement an enterprise-wide results management structure; align Agency goals and objectives to the CFE goals; create and implement performance measures; and create a defensible, outcome-focused budget.

"APCG is pleased to continue helping DISA reach its goal of fully integrating strategic financial management practices throughout the organization," said Ms. Ngozi Irondi, APCG Principal. "The CFE/APCG team has had excellent results in vision development and alignment, goal-setting, and assessment against performance-based criteria. We are now leveraging these achievements toward ensuring that DISA leadership has the most accurate, timely, reliable, and useful financial information possible to make sound decisions."

In 2001, APCG helped the CFE office articulate its vision of maximizing DISA's resources, and set measurable goals. In 2003, APCG assisted the CFE in completing a rigorous assessment of the FY 04/05 DISA operations budget against the Government Performance Results Act (GPRA), The President's Management Agenda (PMA), and Office of Management and Budget (OMB) performance-based criteria. Additionally, APCG is working with DISA financial staff to enhance their Exhibit 300 and budget submissions through rigorous training programs, narrative reviews and the facilitation of lessons-learned discussions. In addition, APCG is continuing to enhance a unique exhibit matrix outlining the strategic links and legislative requirements for the production of top-notch and consistent performance budget submissions.

APCG has also coordinated with DISA's Strategic Plans, Programming and Policy (SP3) office in developing and implementing a strategic communications campaign, as well as DISA-wide budget and performance integration training. In addition, APCG has completed performance management consulting services for DISA's Customer Advocacy (CA) Directorate, and is currently working with its Information Assurance (IA) Directorate.
