Washington, D.C. — Advanced Performance Consulting Group, Inc. (APCG) today announced the U.S. Coast Guard's request for expanded change and performance management support for the Integrated Deepwater System Program. APCG has partnered with the Coast Guard on the Deepwater Program since May 2003, using proven performance and change management methodologies to evaluate challenges faced by Deepwater in implementing a performance management culture and a Balanced Scorecard (BSC) for translating its vision into action.
The Deepwater Program is a performance-based strategy established to acquire an integrated system of ships, aircraft, logistics and Command, Control, Communications and Computers, Intelligence, Surveillance, Reconnaissance (C4ISR) assets that will accomplish the Coast Guard's Deepwater missions in the 21st Century. The Coast Guard's overarching goal is to develop an integrated system of assets that maximizes operational effectiveness and minimizes total ownership costs. This "system of systems" will support missions and operations 50 nautical miles or more out to sea, often involving deployments of several months in the deepwater regions around the world.

In its initial engagement, APCG completed a comprehensive assessment of Deepwater's existing performance-management activities, as well as related organizational issues associated with operations, culture, information needs, relationships, and processes. For the assessment, APCG reviewed extensive Deepwater documentation, and conducted numerous interviews, group sessions, and in-depth analyses. The primary focus was on identifying performance measures alignment and potential organizational issues that would impact the rollout and long-term success of performance management in the program. APCG also validated the alignment of Deepwater's BSC with the organization's goals and information needs, and created a plan of attack for future performance management activities.
