Release Date: October 17, 2003
Washington, D.C. — Advanced Performance Consulting Group, Inc. (APCG) announced today it has been awarded the Federal Enterprise Architecture (FEA) Support Services Contract, valued at over $6.4 million, by the Office of Management and Budget (OMB). APCG was chosen from a field of six finalists vying to win the highly visible FEA implementation contract.
APCG and its teaming partners High Performance Technologies, Inc. (HPTi) and Touchstone Consulting Group, Inc. (formerly known as GDSS) will support OMB in its work to help agencies use the FEA to identify opportunities for collaboration and consolidation regarding the use of information technology (IT) across the Federal government.
OMB began development of the FEA on February 6, 2002. The FEA is aimed at optimizing how the Federal government plans, implements, and evaluates IT investments. In support of The President’s Management Agenda, the FEA provides OMB and the Federal agencies with a new framework to describe, analyze, and improve how the Federal government can better serve U.S. citizens.
Under the FEA Support Services Contract, the APCG team will be responsible for developing the strategic direction of the FEA; facilitating adoption of the FEA across the Federal government; and providing outreach, education, training, and communications support. The APCG team will develop, maintain, and evolve the five interrelated Federal Reference Models: the Performance Reference Model, Business Reference Model, Service Reference Model, Data Reference Model, and Technical Reference Model.
“APCG is thrilled to be helping Federal agencies adopt a common, results-driven framework toward improving delivery of Government services to U.S. citizens. It’s a very challenging task, but the long-term benefits of cross-agency collaboration and better IT investment management are enormous,” said Ms. Kimberly McCabe, APCG co-founder. “We believe the capabilities and experience of APCG, HPTi, and Touchstone will help OMB effectively demonstrate the value of the FEA to agencies and jointly develop a sound strategy for its evolution.”
“OMB is looking to evolve the FEA into a dynamic model that can directly support department and agency mission objectives as well as drive a continued IT investment portfolio management process,” states Mr. Rob Jones, a senior partner at HPTi. “The APCG team was selected because of its in-depth expertise in public sector performance management and outreach, state-of-the-art IT architectures and computing services, and knowledge of the 24 e-Government initiatives and Federal lines of business.”
“The combined efforts of Touchstone, HPTi, and APCG will further the FEA’s ability to support cross-agency collaboration, transformation, and government-wide improvement through effective IT management,” said John Condon, president of federal sales at Touchstone. “We look forward to working with the OMB and Federal agencies to provide cost-effective and results-oriented services to citizens.”
