Performance and Budget Integration

APCG takes a comprehensive, results-oriented approach to budget and performance integration, going both deeper and broader than simply meeting the minimum requirements of the Program Assessment Rating Tool (PART), OMB Circular A-11, Exhibit 300, or the Presidential Budget for our clients.

Our approach is founded on a combination of strategic performance measurement, program performance measurement, portfolio management, and performance-based enterprise architecture (PBEA). This comprehensive, integrated approach provides an effective platform for project management, program management office, and program performance management functions.

Our model is based on a deep understanding of the interrelated nature of program planning, capital planning and performance measurement. Our integrated enterprise-management process supports crucial investment decision-making activities, and ensures that successful budget and performance integration can take root in the daily processes of agency management, rather than just be done in response to individual reporting requirements.

The APCG approach results in the creation of a new performance language that demonstrates programmatic value to both customer and stakeholder organizations. And, rather than static reports, it provides the following capabilities implemented in the agency:

  • A comprehensive governance model
  • A method for identifying and quantifying business benefits of budget allocations
  • A structure that supports the evaluation of non-monetary costs and benefits of budget allocations
  • A disciplined process for understanding decision-making requirements of internal customers and stakeholders
  • A linkage to systems that provide performance-measurement scorecards which cascade throughout the organization
