"Performance-based contracting" means structuring all aspects of an acquisition around the purpose of the work to be performed, with the contract requirements set forth in clear, specific, and objective terms with measurable outcomes (as opposed to either the manner by which the work is to be performed, or broad and imprecise statements of work). Specifically in the area of acquisition, law and regulation establish a preference for a performance-based contracting approach. In fact, the current administration has set a goal for agencies to apply performance-based acquisition methods on 40 percent (as measured in dollars) of eligible service actions (including contracts, task orders, modifications, and options) over $25,000 in Fiscal Year 2005.
To assist members of the greater federal acquisition community -- and especially program offices -- in using performance-based contracting, representatives from the Departments of Commerce, Defense, Agriculture, and Treasury, as well as the General Services Administration and contractors developed Seven Steps to Performance-Based Services Acquisition.
