In February 2002, the Office of Management and Budget (OMB) began development of the Federal Enterprise Architecture (FEA), a new, business-driven framework designed to enable a more citizen-centered, customer-focused government that maximizes technology investments to better achieve mission outcomes. In support of the President’s Management Agenda (PMA), the FEA helps describe, analyze, and improve how the federal government does business. It is specifically aimed at optimizing how the government plans, implements, and evaluates information technology (IT) investments.
In fall 2003, APCG began supporting OMB in helping federal agencies use the FEA to identify opportunities for collaboration and consolidation regarding IT systems. The APCG team also worked closely with OMB to develop a sound FEA evolution strategy, and to effectively demonstrate the value of the FEA to agencies and government leadership. Specifically, APCG was responsible for plotting the strategic direction of the FEA; facilitating FEA adoption across the federal government; and providing outreach, education, training, and communications support. The APCG team worked with OMB on the maintenance and continuing development of the five interrelated FEA Reference Models: the Performance Reference Model (PRM), Business Reference Model (BRM), Service Reference Model (SRM), Data Reference Model (DRM), and Technical Reference Model (TRM).
