Balanced Scorecard Assessment Case Study
Department of Navy (DON) Office of the Chief Information Officer (OCIO)
APCG was engaged by the Department of the Navy (DON) Office of the Chief Information Officer
(OCIO) to develop an understanding of previous performance management work prior to developing a
Balanced Scorecard (BSC) for DON eTransformation efforts. The APCG team designed a roll-out plan to
garner support among key DON stakeholders for the implementation of a BSC in an effective,
efficient and timely manner. The team accomplished these objectives by completing the following
activities:
- Conducted an assessment of the current BSC development in the DON. APCG reviewed the current
framework and performance measures for completeness and usefulness.
- Validated BSC objectives and measures. The team worked with the DON to revise the framework and
performance measures to meet decision information and BSC implementation needs.
- Identified key roles and responsibilities (R&R) for successful implementation. APCG
segmented key stakeholders, identified critical implementation R&R with a particular focus on
communications dissemination, leadership participation, and implementation support activities.
- Identified automation requirements, presented cost of automation options, and recommended
automation solutions.
